The key arm of provincial government in this north-east coastal province, which has a total area of 5,938 square kilometres and a population of just under 1 million people (1999), principally Kinh (Việt), but also including Dao, Sán Dìu, Sán Chỉ and Hoa (Chinese). In addition to the provincial capital Hạ Long City, Quảng Ninh Province incorporates Cẩm Phả and Uông Bí towns and 10 rural districts (huyện): Đông Triều, Yên Hưng, Hoành Bồ, Ba Chẽ, Tiên Yên, Bình Liêu, Quảnh Hà, Móng Cái, Văn Đồn and Cô Tô.
