The key arm of provincial government in this northern province, which has a total area of 1,371 square kilometres and a population of just over 1 million people (1999), principally Kinh (Việt), but also including Sán Dìu and Dao. In addition to the provincial capital Vĩnh Yên town, Vĩnh Phúc Province incorporates six rural districts (huyện): Tâm Dương, Mê Linh, Yên Lạc, Vĩnh Tường, Lập Thạch and Bình Xuyên.
