The key arm of provincial government in this north east mountain province, which has a total area of 6,602 square kilometres and a population of just over 490,000 people (1999), principally of Tày ethnicity but also including Kinh (Việt), Nùng, Dao, H'mông, Sán Chỉ and Hoa (Chinese) ethnicities. In addition to the provincial capital Cao Bằng town, Cao Bằng Province incorporates 10 rural districts (huyện): Hòa An, Trà Lĩnh, Trùng Khánh, Hạ Lang, Quảng Hòa, Thạch An, Nguyện Bình, Thông Nông, Hà Quảng and Bảo Lạc.
