The key arm of government in the capital city, one of five major municipalities which enjoys provincial status but falls under the direct control of central government. Hà Nội has a total area of over 913 square kilometres and a population of just over 2.6 million people (1999). It incorporates nine urban districts (quận) – Hoàn Kiếm, Ba Đình, Hai Bà Trưng, Đống Đa, Tây Hồ, Thanh Xuân, Cầu Giấy, Long Biên and Vạn Xuân – and five rural districts (huyện) – Đông Anh, Sóc Sơn, Từ Liêm, Gia Lâm and Thanh Trì.
