The key arm of provincial government in this Red River Delta province, which has a total area of 2,169 square kilometres and a population of over 2.3 million people (1999), principally Kinh (Việt), but also including Mường, Tày, Nùng and Thái. In addition to the provincial capital Hà Đông town, Hà Tây Province incorporates Sơn Tây town and 12 rural districts (huyện): Thánh Oai, Chương Mỹ, Hoài Đức, Quốc Oai, Thạch Thất, Đan Phượng, Phúc Thọ, Ba Vì, Thường Tin, Phú Xuyên, Ứng Hòa and Mỹ Đức.
