The key arm of provincial government in this north-central province, which has a total area of 6,053 square kilometres and a population of just under 1.3 million people (1999), mainly of Kinh (Việt) ethnicity. In addition to the provincial capital Hà Tĩnh town, Hà Tĩnh Province incorporates eight rural districts (huyện): Cẩm Xuyên, Kỳ Anh, Hương Khê, Thạch Hà, Can Lộc, Nghi Xuân, Hồng Lĩnh, Đức Thọ and Hương Sơn.
