 The key arm of provincial government in this north-central mountain province, which has a total area of 16,449 square kilometres and a population of around 2.8 million people (1999), principally Kinh (Việt), but also including Thái, Thổ, Khơ-mú and H'mông. In addition to the provincial capital Vinh City, Nghệ An Province incorporates Cửa Lò town and 17 rural districts (huyện): Hứng Nguyên, Nam Đàn, Nghi Lộc, Diễn Châu, Yên Thành, Đô Lương, Thanh Chương, Anh Sơn, Con Cuông, Tân Kỳ, Quỳnh Lưu, Nghĩa Đàn, Quỳ Hợp, Quỳ Châu, Quế Phong, Tương Dương and Kỳ Sơn.
