The key arm of provincial government in this Red River Delta province, which has a total area of 1,386 square kilometres and a population of just under 900,000 people (1999), principally Kinh (Việt), but also including Mường people. In addition to the provincial capital Ninh Bình Phủ town, Ninh Bình Province incorporates Tam Điệp town and six rural districts (huyện): Hoa Lư, Gia Viễn, Nho Quan, Yên Mô, Yên Khánh and Kim Sơn.
