The Publishing Department of the Ministry is responsible on behalf of the Ministry for the state management of the publishing sector according to Communist Party guidelines and the policies and laws of the state. The Department drafts laws, ordinances and regulations relating to publishing, issues permits to and monitors the activities of publishers and related enterprises throughout the country, reviewing all books, cassettes, discs and other media published in Việt Nam, reviews and issues permits for foreign works to be distributed and sold in Việt Nam, encourages international investment and oversees all import-export activity in the publishing field, develops and co-ordinates research and development in the field of publishing, runs training courses for the publishing profession, organises national exhibitions and competitions and co-ordinates promotional events for Vietnamese publications overseas.
