This is a national medal for all Afghanistan in any field. The recipient must be proposed by specialists in the field to the appropriate ministry, which will evaluate the proposal and forward it to the President. The artist Asefi was awarded this medal for his efforts in protecting the paintings in the National Art Gallery by painting over offending scenes with watercolour when the Taliban regime was in power.
