The Ministry of Communications aims to enhance communications infrastructure and connectivity both in and with Afghanistan. With legal and technical support from the United Nations Development Programme (UNDP), the Ministry has spearheaded Afghanistan's efforts to develop new Internet connections and resources. In April 2004, In line with government telecommunication policy and the commitment made by the transitional government for telecom market liberalisation, President Hamid Karzai signed a decree authorising the Minister of Communications, in co-ordination with the Ministers of Finance and Justice, to transfer of the Ministry's telecommunications service provision and network operating activities to a new company called 'Afghan Telecom'. Initially Afghan Telecom will be 100% owned by the Ministry of Communications.
