Oslo City CouncilThe capital and largest city of Norway, Oslo has a population of 551,832 (2007) and covers a total area of 454 square kilometres. As Norway's capital city, Oslo enjoys county status but is organised differently from the other county councils. Since 2004 the city has been divided into 15 boroughs (bydeler) that are to a considerable extent self governed. Major administrative decisions are made by the Oslo City Council which is subordinated to the politically-elected Oslo City Board. The Oslo Town Hall or Rådhus (pictured above) was designed by Arnstein Arneberg and Magnus Paulsson.
