The key arm of provincial government in this central province, which has a total area of 5,056 square kilometres and a population of just under 1 million people (1999), principally Kinh (Việt), but also including Ta-ôi, Ca-tu and Hoa (Chinese). In addition to the provincial capital Huế City, Thừa Thiên Huế Province incorporates eight rural districts (huyện): Phú Vang, Quảng Điền, Phong Điền, Hương Trà, A Lưới, Nam Đông and Phú Lộc.
