Launched in 1999, this annual festival of ethnic minority culture is co-ordinated by the Ministry of Culture, Sports and Tourism in association with the provincial governments of Cao Bằng, Hà Giang, Lạng Sơn, Quảng Ninh, Thái Nguyên, Tuyên Quang and Yên Bái, the Việt Nam Museum of Ethnology, the Việt Bắc Folk Song and Dance Theatre and the Việt Bắc (North East) Region Secondary School of Culture and Arts. It is organised in a different province each year and features traditional music, dance and fashion parades by numerous ethnic minority groups from the Việt Bắc, including Tày, Nùng, H'mông and Dao.
