Launched in 2001, this is an annual contest for both amateur and professional filmmakers across the country. Each entry must be no longer than 15 minutes and must focus on the past or present of Việt Nam and its people. 30 million VNĐ (cUS$1,900) is awarded to the best film, with a second prize of 20 million VNĐ (cUS$1,275) and a third prize of 10 million VNĐ (cUS$650). The best entries are broadcast on Việt Nam Television. In the first Festival of 2001, filmmakers from Hồ Chí Minh City and Hà Nội had submitted 30 works and renowned director Bùi Thạc Chuyên won first prize for his film Cuốc Xe Ðêm (‘Night Drive’). The festival was not held in 2002 but in 2003 it attracted 67 entries, a substantial increase over the 2001 event, and the first prize was won by Nguyễn Hoàng Linh for his film Bích Câu Ký Ngộ (‘Fortuitous Meeting’).
