Hồ Chí Minh City People's Committee presents these important awards every two years to leading exponents of various art forms. Recipients in 2003 included choreographer NSND Vũ Việt Cường for his ballet Lục Vân Tiên-Kiều Nguyệt Nga, architect Trần Đình Quyền for his design of Long An Province's new General Hospital, sculptor Phan Gia Hương for her work Mẹ Tổ Quốc (Motherland), and director Nguyễn Quang Dũng for his film Con Gà Trống (the Cockerel).
