The Việt Nam National Administration of Tourism (VNAT) is an agency of the Ministry of Culture, Sports and Tourism (MCST) which exercises the state management function over tourist operations and activities throughout the country. It has full control in terms of business development, planning, public relations, personnel training, research, instructing and implementing the policies and other regulations of the tourism sector. Its leadership includes the heads of various functional departments, including the Planning and Investment Department, the Tourism Department, the Hotel Management Department, the International Co-operation Department, the Personnel and Training Department, the Inspectorate, the Department of Tourism Legislation, the General Affairs Department, the Institute of Tourism Development Research, the Tourism Information Technology Centre, Du Lịch (Tourism) Newspaper and Du Lịch Việt Nam (Việt Nam Tourism) Magazine. The VNAT runs three tourism schools - a college of tourism in Hà Nội and two secondary schools of tourism in Huế and Vũng Tàu respectively. There are also Provincial Tourism or Trade and Tourism Bureaux to assist in state management at provincial level. According to figures released by the Pacific-Asia Travel Association (PATA), Việt Nam welcomed some 2.6 million foreign visitors in 2002. Recent years have witnessed a significant increase in tourist arrivals from China, Japan, Taiwan, France and the United States of America.
