The Decree on State Honourable Titles was issued by the State Council on 30 May 1985. State Honourable Titles are given to doctors, teachers and artists. There are two honourable titles for teachers - People’s Teacher (Nhà giáo Nhân dân, NGND) and Excellent Teacher (Nhà giáo Ưu tú, NGƯT) - and two honourable titles for artists - People’s Artist (Nghệ sĩ Nhân dân, NSND) and Excellent Artist (Nghệ sĩ Ưu tú, NSƯT).
