The Personnel Department of the Ministry is responsible on behalf of the Minister for the establishment of the Ministry of Culture, Sports and Tourism. It co-ordinates in-service training for staff and issues policy guidelines to employees of the Ministry, its Work Units (các Đơn vị Sự nghiệp) and Commercial Enterprises (các Doanh nghiệp), as well as related non-governmental organisations. The Department is also responsible for administering the Hồ Chí Minh Prizes and State Prizes and the State Honourable Titles:
