The Việt Nam National Administration of Tourism (VNAT) became a member of the World Tourism Organisation (WTO) in 1981 and a member of the Pacific Asia Travel Association (PATA) in 1989.

To date Việt Nam has signed 12 co-operation agreements on tourism with countries of South East Asia, China, France, Uzbekistan and Israel, and is currently drawing up agreements with several other nations. Many enterprises of VNAT have also joined the PATA, JATA and ASTA and established business relations with counterparts in more than 50 countries.

There are currently around 80 international travel bureaus in operation throughout the country.

Vietnamese tourism has benefited greatly in recent years from foreign direct investment (FDI). Between 1988 and 2003 over 200 FDI projects were operating in the tourism sector, with total registered capital of over US$5.9 million. In the first half of 2004 two projects were licensed, with capital of US$107 million. The governments of Luxembourg, Germany, France, Spain, Japan, Singapore and several international organisations have financed or committed ODA to develop tourism in Việt Nam.
