The National Library of Việt Nam and a number of other major library institutions are quite active in regional and worldwide professional activities, including the International Federation of Library Associations and Institutions (IFLA) and its Regional Standing Committee for Asia and Oceania and the Congress of Southeast Asian Librarians (CONSAL).

Technical assistance and scholarly exchange programmes have been set up with Australia, the United States, France and Japan and over the past decade numerous Vietnamese librarians have received training in Europe, Australia and the United States.
