Vietnamese companies must obtain a special licence from the Ministry of Home Affairs to develop their own websites and become Internet Content Providers (ICPs). The number of licenced ICPs is growing every year and includes the Việt Nam News Agency (VNA), the Việt Nam National Administration of Tourism (VNAT), CINET Culture and Information Net and Phương Nam, as well as the major ISPs.
